LVVWD customers receive $7 per square foot for the first 10,000 sq ft (SNWA's $5 base plus LVVWD's $2 bonus) and $4.50 per square foot above that. The LVVWD bonus has been in effect since January 1, 2025.
You must have at least 400 sq ft of living grass at the time of the pre-approval inspection. Dead grass, dirt, gravel, and existing artificial turf do not qualify.
No. Starting any work before written pre-approval permanently disqualifies you from the rebate. SNWA must inspect your existing grass before any conversion begins.
Yes, with conditions — this is the most misunderstood rule in the program. SNWA accepts artificial turf as a substitute for mulch (in place of rock or bark), so you can install it and still collect the rebate. Two conditions apply: the turf must be permeable, letting air and water pass through freely, and it can only cover the area left over after you hit the required 50 percent live plant coverage at maturity. In other words, you cannot replace your lawn with wall-to-wall artificial turf and get paid — that project gets rejected. But artificial turf as the ground cover between approved desert plants is explicitly allowed. All other program conditions still apply, including drip irrigation.
No. That is the single most common misconception about this program. The rebate pays you to convert to a water-smart landscape, which requires at least 50 percent living plant coverage at maturity from SNWA's approved plant list. Artificial turf can serve as the permeable mulch layer across the remaining area, but a yard that is entirely synthetic grass will not pass the final inspection and earns nothing.
You receive a physical check mailed to you. SNWA issues it within 30 days of recording your conservation easement with Clark County, which happens after the post-installation inspection passes.
You have 12 months from your pre-conversion inspection to complete the project and schedule your post-installation inspection. Most participants finish within 60 days.
As of September 18, 2025, SNWA only pays for Functional Turf conversions — grass that is actively maintained and irrigated. Patches of dead, dormant, or already-dried-out grass do not qualify.
