This is the most misreported rule in turf rebates, so here is the precise version.
Artificial turf never counts as plant coverage. Every program in the western US funds these rebates to achieve ecological goals — stormwater absorption, reduced urban heat island effect, soil health, native habitat — and synthetic grass accomplishes none of them. It blocks stormwater, hits surface temperatures of 150°F+ in direct sun, provides zero pollinator habitat, and sheds microplastics into surrounding soil. No program will pay you to install a plastic lawn.
Most programs ban it outright as a replacement surface. Phoenix Water, LADWP (Los Angeles), Denver Water, EBMUD (East Bay), Aurora Water, and Austin Water all list artificial turf as an ineligible replacement.
But two notable exceptions exist, and they matter:

Yes, two. SNWA (Las Vegas, Henderson, North Las Vegas, Boulder City) accepts permeable artificial turf as a substitute for mulch, so long as you still reach 50% living plant coverage at maturity. Buckeye, AZ allows artificial or synthetic turf as a full replacement surface. Everywhere else — Phoenix Water, LADWP, Denver Water, EBMUD, Aurora Water, Austin Water — it is prohibited as a replacement surface.
In SNWA territory, essentially yes — that is exactly how the rule works. Permeable artificial turf serves as the mulch layer around plants that cover at least 50% of the area at maturity. In most other programs, no: they require the entire converted area to meet their replacement standards, and the artificial turf portion won't count toward your rebate calculation.
It has trade-offs. It eliminates water use but contributes to urban heat (surface temps 150°F+), prevents stormwater absorption, and contains microplastics. Xeriscaping addresses all of these while also eliminating most water use.
Subjective, but well-designed xeriscaping adds texture, color, and seasonal variation that artificial turf can’t match. Artificial turf looks uniform year-round, which some prefer. The best xeriscaping projects look dramatically better than artificial turf within 2–3 years as plants mature.
